You can use it, but I believe that you need 70 life in order to trigger.

Okay, thanks. A few more questions.
When a card that returns something to it's owner's hand, say Wipe Away, targets a general where does the general go? Same thing for returning to the deck does it just go back into the hand and you play it?
Also, we can play a card in our deck even if somebody chose it as their general right?

If the general gets "bounced", it will go to wherever the card says. If your general gets Bant Charmed or Oblation'd, then it will go back into the deck. And, yes you can play other people's generals in your deck. But remember, generals are not affected by the legend rule.

Also, as I'm guessing, we're doing 1v1 duels. I've seen discussions on rulings so I would like to know, do we start at 30 life or 40 life? And is there any cards that we have banned at Hobby Horse that are not on the list?

It is 1v1 and we start at 40 life. We haven't banned any cards other than what is on the list.
